It's a contract. Constellations like myself are capable of sponsoring those lesser than us- to provide them a boon of sorts. We can offer a share of our abilities, and a Nebula to support them.
It's a broad kind of term- Constellations is what you call all of us, but not all of them are archangels like myself. Sometimes, they're demi-gods, those once human from old legends, a dragon.. and so on.

Yeah? Might be because they're not part of Bible. Well, the standard version, anyway. You're pretty important in Ethiopian Orthodox iconography.
